democracy is an ignorant mob rule system and it's a greco roman pagan system. Try the Ahlul Halli wal 'Aqd system. Register all the Mosques, making rules that only those who invoke Allah Alone are classed as Mosques [see Qur'an 72:18].

Then every Mosque has an Ahlul Halli. The worshippers have the right to appoint them. The Ahlul Halli in turn appoint the representative of your local Mosque. He in turn sits in the local Majlis where the rest of the leaders from the various Mosques of that neighborhood were selected. The local Majlis appoints the Ahlul Halli of that neighborhood who in turn appoint the local leader among themselves.

Next phase:
This local leader sits with the state leaders who do the same until you attain the best of the best appointing one another to be charge of your affairs. The state Majlis being the highest level, and the Ahlul Halli among them appoints the leader of the nation. The leader appoints the cabinet of the government from the various ministries or from the state Ahlul Halli. Then you calculate the average length of a Caliph from Islamic history, let's say 10 years, and then a 2 year testing period where the state Ahlul Halli can depose him if he violates the Maqasids of the Sharee'ah. That's better than allowing the masses to have a choice between two persons who happens to be seen most on TV.

Criterias for eligibility is a must so that ignorant people do not assume positions of authority lest they violate people's rights. For leadership of the land, then the Mosques can only appoint such a one who is Hafidh, upon the Sunnah, Islamic Knowledge, and passed the criterias of Al-Bukhari and Muslim رحمهما الله. And also some Knowledge about the worldly affairs. A ministry of education that creates tests for the applicants seeking positions should be set up. Because it is the leader who who holds the Jumu'ah and takes the people to Hajj, so having Islamic Knowledge is a must. Once you're in a position of authority you'll be busy with no time to study, thus only A+ students can be allowed to be chosen for the local Ahlul Halli so that anyone who seeks authority has to go through education. But allowing any Luka ibn Luka that the west appoints for you, who can't even recite the Khutbatul Hajjah, such a person will take your wealth just like what you saw happen in Afghanistan, and how he fled with millions.

Then you make a list for all the beneficial knowledge on earth, and you create eligibility, criterias and an Ahlul Halli system of appointment for such knowledge too, tests provided by the ministry of education, until the government can choose the cabinet for the various ministries. Once a person passes the tests, then such a person is eligible to be appointed. And then the appointees choose the best among themselves as the local and state leader of such and such ministry of knowledge.

Thus someone interested in a ministry position for let's say traffic, construction, or media, or IT, science, or finance, or medicine, education, trade etc can bring forth proof that he or she is eligible to seek it. And all that which the Sharee'ah has forbidden must be followed. That which is lacking will be shown, and thus given priority until the government will educate the people in it. A Zakat system and payment system so that a single cent is not wasted. When the orphans, widows, elderly and sick have their rights, then you'll have a functioning government.

Thereby you'll get communities for all the fields of knowledge, something for people to strive for, even a ministry for health and being fit, so that being overweight diminishes. The communities know who's the best among themselves in such and a such field, until they'll appoint the best among themselves, thereby easier for the government to select for the cabinet positions. But in a democracy, the most ignorant one that shouts the most and is seen the most on tv, and who triggers the mob the most, is the one who gets the votes. And there will always be a bullied minority and nationalism in such systems of fishing for votes. It's an ignorant pagan system. Not even in the corporate world will they allow appointing leaders like that. Imagine if a company allowed the workers to appoint the most famous among them who shouted the most as the ceo? No where is such allowed because their money is at stake. They won't risk an ignorant person being in charge of it, only someone with degrees, who performs, and brings results will the stakeholders appoint as ceo. What about an entire country then? The rights of the people? This shows you that the masses have little comprehension. They shout for systems that will only violate their rights, and you'll remain stagnant.

Allah will not change the condition of a people until they change themselves.

What's lacking is organization and loyalty to the Deen. The first thing the Sahaba رضي الله عنهم did was to organize Kufa and Basrah through the 'Arifa system and appoint leaders for them who would distribute the stipends and also make such leaders accountable if someone among their people (constituents) caused mischief.

Thus you'll make people strive for other things than power and leadership. That's also one of the reasons for why migration to Kufa and Basrah lead to conquering of the east and the west. The women can strive to be part of the various ministry positions out there save for leadership of the land, military or police.

Thereby extracting the best of the best in all fields. But just following what disbelievers do because they have materialism that you covet, thus making you think: "Since the dunya works for them, then that automatically means their ways must be good." People with such comprehension cannot be part of any leadership role and that's why you'll never come out of stagnation. Rules and criterias that blocks ignorant people of desires from positions of authority must be followed.

As for shouting like this, it only shows lack of deep thinking, no understanding of Islam and zero cooperation, greed, selfishness and high level of jahl and nifaq. The masses need education. This is what happens when education is not emphasized.
