Yeah, looks like someone moved the wiring and socket from the bumper turn signal housings up to the side marker ones.
Most likely they installed LED's which require an inline resister to slow down the blinking.
I think factory tire diameter is around 28", so 31's are a big jump for a little 22RE.

Highlander update.
Interior smell is manageable after burning a copius amount of insense.
Dashmat, seatcovers, LED interior lights, and rainshields for my windows have been installed.
I zip tied all the flappy parts down.
Wiped down the engine bay, installed fog light inserts, i got the lower grill but ill install it when the upper grill comes in. Today ill be working on the door molding, and removing the seats to shampoo (again) seriously considering reapholstering the entire vehicle. Definitely the roof. Yuck.
Giant dent in the door. Haven't decided if i will replace or just hammer it out yet.
