Actually there's generally no reason to wait for the exp talent to use tomes. Yes, you won't benefit from the talent on that chunk of exp, but you'll get the benefit on future exp earlier which balances out. Only time when tome is inefficient in this case is if you only need a small fraction of the tome exp to reach level 10.

Could you explain to me how GH uses the camera? Or maybe even how most pro players do it? I feel that the way I do (edge panning) is too inefficient as you lose too much mouse movement to do so

Hey Bowie, thanks for the video. Just want to make a note about tome usage with +XP talents. It doesn't actually matter if you use the tome before or after you learn the talent, as the total amount of XP you need to level up is the same regardless, so if you use the tome before the talent, you get the bonus XP from other sources sooner. The only time it's detrimental is if you use the tome right before you level up and get the talent and "overshoot" as that XP is not affected by the bonus.
