Nice Russia #1, with a provisional postmark (pre-adhesive period postmarks and/or pen cancellations were first used before the introduction of standard postmarks a few months later).

Actually, if I am not mistaken, some research has shown that the perforation machine worked upon its arrival in St Petersburg, but some parts broke up shortly after and due to the emergency situation, the postal service decided to send imperforate sheets to the post offices.

There were two plates used to print this issue (and the perforated one), your stamp is from the second plate.
