The term "dry" in Hilo usually means something very different than, say, the Mojave Desert - that is to say, still pretty damp.

A drought in Hilo is when it goes for a week or two without any rain. The natural vegetation is adapted for daily rain. It dries out quickly and becomes a fire hazard in about two weeks. People in the outlying area are also dependent on rain for all their needs. During normal weather, what they catch and store from the roofs of their houses is enough. When the rain stops, water trucks run, but there aren't enough to keep up with demand. That was great, brought back memories.

That Komohana Street bridge was the second (bigger) culvert that washed out. It had been washed out in 1994 as well. But I'm really glad you have that footage.
