Can you take files and pictures off of a phone with this?

after connecting it the pc makes a noise that its connected but it shows no folder there's nothing in my computer only the other drives i have in my pc

Thanks for the review. I bought this same device, hoping to resurrect a couple old drives, but no dice. Are there any devices that will spin up even old, dead drives?
