For me his replacing my gorgorab in demon lord CB just because tiny bit more healing and the strengthen helps alot to survive tho gorgorab is better than him at the moment because I lack the books in his A2 making him not have the value in skill usage as gorgorab but think in a counter attack set he can put out alot of heals I could argue that his much more a epic than a legendary with how basic he is in his impact on a team I see him as a b tier epic than a legendary

For end game players can even build him for some damage since his multiplier isn't terrible and the A1 is a huge 20% increase to damage if booked + he doesn't need accuracy.
Wouldn't give him damage stats though unless he is booked.

I'd give him 3.5. I have him in a provoke set and paired with a counter attacker. He can do decent crowd control.
