On Tuesday, October 8th, 2024, at approximately 12:58 pm I was in the parking lot of the York Girls Drasco Cafe when I
noticed a white Ford Expedition displaying Arkansas license plate AWL50X turn into the parking lot. I ran an ACIC request on
the vehicle's license plate and the license plate returned to a pewter in color 2000 Chevrolet Silverado 1500. I got behind the
vehicle and activated my lights in an attempt to make a traffic stop in the parking lot on this vehicle.
The vehicle proceeded to make its way around the cafe as I was behind it and began to travel northbound on State Highway 25
toward Concord, AR. I initiated my siren and the vehicle continued to flee. The driver of the vehicle was driving highly erratic
during the pursuit including driving in the oncoming southbound lane of traffic multiple times nearly colliding with oncoming
traffic. Just past the State Highway 5 intersection, when I had a clear opportunity, I attempted to perform a TVI on the fleeing
suspect vehicle which was being driven evasively.
The 1st TVI was successful in spinning the suspect vehicle, however, the
driver quickly was able to turn around and continue northbound. A 2nd TVI was quickly performed on the fleeing vehicle,
however, again the suspect vehicle was able to continue driving northbound.
I quickly got behind the fleeing vehicle again, who
at this time was driving even more defensively, and performed a 3rd successful TVI, which placed the vehicle in the roadside
ditch. After the 3rd TVI, the vehicle traveled back southbound through the roadside ditch and a yard until coming to a stop at a
tree line where the driver bailed out of the vehicle and fled on foot.
I pursued the driver and placed him in custody approximately 200 yards in a field that he ran into without further incident. I was
able to then identify the driver as Adam Brackett. Brackett was searched and had a clear plastic baggie of methamphetamine
weighing 1.9 grams in the watch pocket of his jeans. Brackett complained of his arm hurting and I advised dispatch to send an
ambulance to check on him. Brackett refused medical treatment on the scene.
The passenger in the vehicle was identified as Richard Weaver. Weaver received no charges and was released on scene.
Brackett was then transported to the Cleburne County Detention Center and booked in on the below charges.

27-14-701: OWNER FAIL TO REGISTER VEHICLE - EXPIRED TAGS
27-22-104: NO LIABILITY INSURANCE
27-16-303: DRIVING ON SUSPENDED LICENSE
After the pursuit, I inspected my unit and noticed it had damage to the front bumper on both sides. I also sustained a large dent
in the driver's side front quarter panel. The damage was a direct cause of multiple TVI's that I performed to end the pursuit and
disable the suspect vehicle.
My patrol vehicle sustained approximately $4,000 in damages.
