For learners: you can't take any Naruto's sentence and put "datte sa" in stead of "dattebayo", they just have the same origin, but datte sa is used at the beginning (usually defending your pov against someone else's), dattebayo is Naruto's own way of ending sentences (it's just a way of characterizing the character, like using purple or green for a character's hair).
Btw a literal translation is impossible but a close one would be "I'm telling you..."
