VA Form 22-1990e for dependents

For dependents using the Ch 33 Post 9/11 GI Bill® Transfer of Entitlement (TOE) for their first time you need to apply for it! Even though your sponsor had the TOE approved by the DoD, you still need to apply for the benefits through the VA. This is a 3-7 week process and you will receive a Certificate of Eligibility from the VA once you have been approved by letter mail.
