If "your people" are comfortable to chop your hands off and turn you into servitor after you stole some food from nobleman's table, seeing gods of chaos as a lesser evil is reasonable, especially because people don't know that those good things that do come with chaos aren't long lasting.

It really makes me me think of Guilliman's primarch novel. It is all about motivating and encouraging his marines to think, all the time. That after the destruction of Colchis they must not devolve into destroyers like the World Eaters.

I would wonder if to the average people who have spent 10,000 years in that condition over the course of countless generations, at what point does "hellish" become average? Like to use it looks bad. To Space Marines or scholors who know about the better days of the past it would seem bad, but if most of them don't even know if there's anything better, isn't hellish just a good day to them?

A walking travesty

I like to think that the Imperium could slowly but surely decrease most of the influence the Taus and Chaos Gods (and probably also the Genestealer cults) have on Mankind just by directing a part of its vast resources into human development. It might sound boring and a little too realistic, but the solution to make citizens of the Imperium genuinely faithful in their Empire might be a political one: developing institutions like public schools and public hospitals; taking down criminal organisations; rebuilding or rehabilitating hive-citys and their infrastructures; making most of not all planets of the Imperium self reliant and less dependent on interstellar trade; making the same planets liveable again by depolluting them; making social reforms so that the Imperium can get out of its feudal system, make sure everyone has a decent life and that the division between rich and poor can be reduced to its maximum; and last but not least obtaining a peace treaty between the Imperium and other factions like the Eldars the Tau Empire and the Votann Leagues so that the whole imperial army (not just the Guard, but also the Space Marines the Navy etc.) can be redeployed only towards the real threats, by that I mean Chaos; the Tyranids; the Orks; the Dark Eldars; and the Necrons. All of these reforms I propose her might be the key for the Imperium’s victory over Chaos and the Tau water cast. I like to think that Primarch Guilliman knows all of that and tries to improve living conditions for everyone in the Imperium.
One of my homebrew Space Marine acts with this analysis In mind and tries making the planets they are deployed on better places for their inhabitants.

The imperium fell so low since 30k. If not the Emperor only the custodes and a select few of the primarchs could bring it back to some place resembling Great crusade era. Seriously the Custodes could have kept the 30k imperium alive but no they weren't "designed for it"

Of all of the universes I would not want to be "reborn into", W40k is on the top of the list, even Lovecraft's universe is preferable.
