They are extremely low relative to other countries and that's why so many people buy gas guzzlers like pick-up trucks and large SUVs that they don't truly need. Thank you for great stuff as usual. I am from Dubai, and what you said about real estate developers paying upfront is 100% correct. This is to protect buyers and avoid any credit problems as in 2008. For the issue of sewage, it was caused by the huge real state development expansion in 2005-2009 but no one of Dubai residents really felt it as it was tackled by trucks effectively for years until they resolved it few years ago.
