It's in my own personal head canon (with absolutly no evidence backing it up) that Bumi did know how to lava bend, but never had an opportunity that he felt justified in using it. (even in his siege of Ba Sing Se)

King Bumi is a character that should have known the Seismic sense ability because of the conversation with Aang that lead to Toph

I'd give Bumi even more props than you do, and even this feels generous to Ghazan: 7/10 Bumi, medium difficulty. I don't see him struggling that much. Toph would win with high difficulty, because she can sense lava and trace and train lavabenders and their moments, but not bend it herself, and if it touches her bare feet (which is too easy as someone reliant on Earth), then she loses. But overall, Toph should be better than Ghazan, but in a very close fight, 6/10.

Bumi, though, should win with only medium difficulty.

I think that Bumi Could figure out how to lavabend himself meanwhile a battle between the two. Maybe he could do it the whole time but he didn't do it because he doesn't want to kill people. And maybe as last resort he can make Ghazan sink in quicksand and pull him into his own lava. Bumi would also be crazy enough to hold an boulder above both of them so if Ghazan turns it into lava they both are going under. When Ghazan can't move, he isn't able to bend. While Bumi is able to bend Earth with only one movement of his head which is something no one (except for someone with seismic sense) will ever be able to notice in time.
