Did ya catch where he was talking to the supposed victims and got their name and date of birth to run them threw NCIC and create a report that could later be used to the determent of that victim via law enforcement uses the report at a later date to convict the lady of some crime she didn't commit maybe just because she was in the same area of but did not have any involvement but could convince a jury that the woman was in the area at the same time as such and such murder. Many implications, a victim doesn't have to give their name!
