Yes that was the Angel of Death! Frances Conroy at that point stopped acting so it was a different actress. Her last role is Belle Noir in Red Tide.

Great homage to Brian De Palma's 1980 thriller "Dressed to Kill" in this episode.

(prefacing this with I believe there are people with genuine abilities and have been to multiple mediums) but I think that psychics (especially if they're fairly good at either reading people or have genuine ability) will generally get returning customers so that keeps them afloat but the ones I've visited at least don't charge crazy amounts so it's mostly a weekend job that they do because they can/for extra cash
