By serially imposing and retracting tariffs, it causes many broader implications than the numbers on the stock market:
1. Economic instability. It causes slower growth, cautious hiring, and higher prices for consumers.
2. It makes the US unreliable as a trade partner and other nations will seek other nations to trade with instead of the US. It also makes possible incoming businesses more difficult. Because of this instability, US exports are less likely to be sold.
3. The stock market becomes more and more volatile which, in turn, harms retirement accounts, investment decisions, and consumer confidence. This causes an even more volatile market and keeps average traders from dumping more money into the market.
4. Tariffs are taxes that are passed to the consumer. This fact makes prices of goods go up to cover the cost that the sellers have to pay for those goods from other nations since the other nations have been tariffed.
5. It also erodes policy making. Policy makers are unable to make policy due to an unstable economy.

He lets his co conspirators know that he will impose tariffs a few days ahead. They sell their stocks at a high/peak price. After the fall, they buy them back at a lower price. He then lets them know he will pause, delay or reduce tariffs a few days ahead of the notice, and they sell them again at a profit. Rinse and repeat. Collusion, corruption, criminality.

I think soon the price of goods from the tariffs are going to be more visible, our shelves will be bare from the lack of ordering and back orders ,and the fact that country’s are already taking their business to other countries besides the USA
