I liked your reaction. You are one of the few who noticed that whatever Snow felt for Lucy Grey (definitely not true love) - he loved power much more. And other details: that we see from the beginning of the film that he has negative qualities.
I hope you like the book, there are much more details. In it we can read his thoughts - his inner monologue.
And besides the fact that Katniss reminds Snow of Lucy Grey because of both being from District 12, because of Mockingjay, because of the songs, I think he sees himself and Lucy Grey in Katniss and Peeta's shoes when they play out the love story. And how he asks Katniss not to lie to him, because that's what Lucy Grey asked for.

I feel like most people miss the point of this movie, and you're one of the few who actually got it. I've seen so many people say that Snow really loved Lucy Gray or even that she "betrayed" him and caused his downfall. You actually understood what I think the author was trying to convey: that Snow is a narcissistic person who only cares about what benefits him. He was certainly attracted to Lucy Gray, but that doesn't mean he cared about her. He threw her under the bus the moment it would benefit him, and the book really shows the mental gymnastics he does to justify it. She ran because she could tell he was unsafe, and it's a good thing she did.
