The US military doesn't just come up and forcibly put bases there, They do ask permissions to the local government. The greater question will be why so many countries would accept the presence of the US military in their borders? I think that the USA is generally a non-annexing superpower which is why they're more likely to be accepted in. But that's just my guess.

It is valid to argue for minimizing the military expenditures globally ..

It is valid to reduce arm clashes and conflicts ..

However the concept of US military bases in general and at the big picture can be healthy .. why?

Because military (defence and security) has always been viewed as a priority that is self-justified to create an effect that will not exist otherwise ..

for example .. internet .. GPS and self driving cars .. were all started as "defence research projects" by the DARPPA .. now look how many self driving car were produced for civil use and tgeir overall effect.. probably they exceeded using them in US army..

So there is a clear "shadow effect" of the military in civil or economic domains ..

Similarly, US bases oversee have clear political projection and shadow effect ..in holding the international order together..

that can draw the details of the current face of the international order .. with all of its pros and cons ..

That is not a trivial accomplishment.. 200 countries do have 200 political systems and sovereignty ..tens of thousands of politicians...
how to stabilise all of them in one order .. reducing clashes or irrationalities that can from personal or contextual aspirations ..

US as a superpower hold parties together.. not necessarily militarily.. but diplomatically or politically ..
