2 things.
1. When playing with historical AI I never want Poland in my faction because if they live Germany they will be attacked by the Soviets.
2. You could have gotten all your puppet devisions out of Poland by deleting them. When you delete them they are instead returned to your puppets. Your puppets not being in the war can then bring them home through occupied Poland.
