I have learned that the 10 Million dollar bounty was removed because countries can not send Syrian refuges back to their country of origin if that country is still deemed unsafe. Syria would be deemed unsafe as long as the leader of HTS had that bounty on his head. USA had to act to allow many other countries especially those in Europe to remove unwanted refugees back to Syria according to international agreements on refugees. Not done out of high hopes for good behaviour of HTS.
