Storyline:
Virginia City decides they want law and order in the town so that they can attract people more people to the town. Little Joe returns from San Francisco and a successful cattle drive. Hoss and Adam decide as celebration to take him to Julia's Palace. Joe falls for Julia Bulette, the owner of this upscale saloon. Ben disapproves of the romance, but Joe continues to see her.
