It will take a few years for pakistan to sort out the regulations for greenfield investment and will take another few years to actually build up the infrastructure to transport hydrocarbons. By that time, prices of renewable energy could be so low that it just doesn't make much sense to pump hydrocarbons out of the ocean anymore.
