I think Clarke correctly understands that there is a problem, but he doesn't understand the nature of the problem. There is no regulation that can be helpful here unless you demand that corporations are always 100% responsible for any monetary net loss a customer incurs due to a cyber attack. The problem is that corporations have rushed online and they have no idea how to make sure their infrastructure is secure. We're all happily moving online, but some corporations have, not surprisingly, gone the cheap route, and don't have proper security infrastructure.
