From what I’m reading, California law enforcement records are generally exempt from disclosure, which, imo, is to protect the huge amount of famous people who get into a lot of trouble. And would keep corruption from being accidentally disclosed.

the state I live in is the opposite, a sunshine state, where law enforcement has to have a very good reason NOT to release records. Even in current high profile police reports, generally a highly redacted face sheet is disclosed to show the report is real.

I am surprised to hear this about Contra Costa County, Walnut Creek, which is an affluent suburb of San Francisco and Orinda. it sounds like they did not complete an investigation and in fact if she was denied by Victim Services, then they obviously did not open an investigation that sounds very suss
