Sergio Garcia has interference with a TIO when his ball is in a penalty area. What options does he have?

A.
As the player had interference with a TIO in a penalty area for a reasonable stroke (albeit in a direction straight into a rock to ricochet back towards the green), they are entitled to free relief at the nearest point of relief (staying in the penalty area.
Committee Procedures - Model Local Rules - Section 8F-23.

This is different to having interference with an Immovable Obstruction, which the player would not be entitled to free relief from if their ball is within a penalty area.
