Govt unis or public education system mei faults to hai reservations aur teacher related politics hi lelo plus sabka situation hota hai look at me for instance i scored just 55 percent in ug just due to family issues ( fights)( extreme depression,trauma etc) am thinking of going for ug again at 24 various ppl can be in various types of situations agar ignou ,formalised correspondance ,pvt universities , better age limits wagera na ho to humara kya hoga ?

There is nothing wrong in saving money with election as it is recurring cost. So your point does not make sense in that. Yes before going for one nation one election , election commission needs to publish report about resources required, current reource , challanges and benefits and disadvantage.
