Basically the IAA has more leverage over the FIB ever since we started knowing them in GTA 4.
Plus, there are more characters we know in the IAA that are still alive nowadays compared to the FIB.
After the Steve Haines and Agent Sanchez fiasco, along with the GTA Online Character start doing missions and eventually become an agent, the leverage has lean even more in the IAA's favor.

Honestly, I feel like Dave Norton's platitude of "We are corrupt, but in a good way." would actually better fit the IAA instead of the FIB. Don't get me wrong, a lot of IAA Agents have a pretty negative track record, but when it comes to who has actually "saved more" I'd say it's the IAA.

Oh now i understand both Michel and Lester was under Vittnes protection and hade moved to the same Big City.
