If formal assessment and summative assessment are considered the same to a great extent, is there any slight difference between this two or this is just a same type of assessment with different terms?

Brown has two versions of his book "language assessment principles and classroom practices" , the first one was published in ( 2004), and the second in (2019) with collaboration with abeywickrama. I just want to ask you if the content changed?
