Erection load should considered while analysing. Flange width may be less. due to urgency bolted connection may lose in any frame or proper bolt grade in connection not followed by contractors, stay should both side is in any one bay is advisable while erecting long span, for this failure moment is not taken by supports.

Its a clearcut design failure... in most turnkey projects a single agency does the design & implementation. So, in order to make their bid low they use less steel to win the bid which directly impact the structure. That is why Design & implementation always should be carried out by separate agencies.
