What I suspect is that it takes years to learn English, such that bilingual crew leaders are not needed. The main complaint from contractors is that they can not maintain the cheap labor needed to take on more work and make more money for the company owner. If you have ever walked through a new construction house and have seen all of the county's fail paint marks showing the need for correction, you would understand what cheap and unskilled really means.
