i have to guess the reason they do this is because if the small legs piece was maneuverable, the axle in between the legs would go all the way down to the heels of the figure, making them look like they’re just feet attached to a torso. maybe to fix this issue they could make a piece that fits further into the chest piece, so the axle can be placed higher up?

Everybody thought it was the kid train that originally came out the legs in the upset

I see no reason to permanently retire the short legs.

Though stuck in a fixed position, they still add verity to the size variant, even more so with the new mid legs.

Though one thing that Lego does need to do is make more big figs. Not like the Hulk, but more like Nexo Knights’ Axl. But find ways to make it without armor and maybe trim down a bit.
