Given the area is filled with lightning energy as well, I think this place is a surviving part of the shard that merged during the second Calamity of Lightning completely intact, the same way the Terrans in FF9 tried but failed to merge with Gaia for their own survival. The Genomes, the remnant race of Terra, are artificial beings awaiting Terran souls to be implanted in them, so something like that is probably why they need a Soul Supply facility here. And the signs are probably in proto-Eorzean because the people from Solution Nine are the ones to introduce this written alphabet to the Source after merging
