I can affirm this I found this out on accident because I was doing a sustainability project free clothing swap event that the local parks district wanted to produce as one of their events so I was able to put on // hire all my local artists it worked out for them to outsource the production and by doing so stimulate a bunch of local small businesses and artists ⚡️

Check parks districts too you can find things that are in your area that have funding already designated to it and help out a part of the function and receive those funds
