i think the reason you don't need as many kills in 7-3 may be because the enemies fight eachother so hakita made it so low to compensate for kills "stolen" from the player by other enemies.

P-Ranking requirements of 7-3 are lower probably due to the enemies fucking killing themselves all the time on a normal playthrough and I don't think it counts as a kill for you if a Mindflayer kills a Mannequin on a random projectile, and in my opinion it would be bullshit to force the player to either kill everything super fast and have RNG to P-Rank it or do the level challenge every single time (challenges are supposed to be optional I guess)
