The show is called "Большой Брат" ("Big Brother", probably an adaptation of the American reality show).
Audio work is done by (now late) Oleg Emirov. He must have been a big Half-Life 2 fan. Also, Half-Life 2 was inspired by "1984", so the sounds choice is really smart
