Does the line go under or over the stabilizer bar?

what is the purpose of the metal bar that sits between the spool and the T wing system? Do you put line over it or under it. Some videos I am looking at people put the line under, some over?

Just ordered my third tatula reel yesterday. I have the elite, the 100 hs and now the 100xs. Love my Tatula's. Great review man!!
