I would like to point out that Katara is completely wrong in this episode. The scam is not for anyone who doesn't deserve it. They can use the money to finance the fight for good. The only point where Katara is right is that they have done too much in one city and should move on. It is also absolutely her idea to collect the bounty. Which is then the scam that gets them into trouble because it was planned by a non-criminal person.
