Whirlpools are formed when water drains through the bottom,it's due to the principle of conservation of angular momentum.As the water flows towards the drain in this case through the bottom of the spillway gate ,it is forced to move in circular motion.this circular motion causes to spend around the central axis,creating the whirlpool pattern.
