When the MLR and LR Act 1960 was introduced and passed in the parliament, it's main objectives were to protect the Yelhoumee (aboriginal and original inhabitants) of Manipur by giving them Constitutional safeguards. Our fault lies in not understanding the English equivalent of the Manipuri word Yelhoumee written in India's Constitution. If difficult to understand this, we can peruse the judgement of the Apex Court dated 5th Jan 2011 on an SLP (Crl) No 10367 which states, among others, that STs are descendants of the original inhabitants comprising 8% of India's total population whereas the remaining 92% are descendants of immigrants. Where is the Meitei between the two -- original inhabitants or descendants of immigrants? Can a group of illegal immigrants hardly two hundred years old who followed the British as porters and mercenaries become the original inhabitants?

We need to read Article 19(5) of India's Constitution between the lines. Even the HAC was formed to safeguard the interest of Yelhoumee. There's a list of Manipur's Yelhoumee communities appended to Article 342(1) where neither Meitei nor Meetei is listed. Are we a group of self-styled Yelhoumees only, devoid of Constitutional recognition? Perhaps we are today paying the price of ignorance and negligence accumulated over the years by becoming refugees IDPs in our State. Aren't we like a group of political prisoners under house arrest confined within a space of 6% of the total unable to cross beyond Awang Sekmai? Can there be a shining Manipur with sinking Meitei? Can all this be a part of the idea of Manipur? The Constitutional protection of Yelhoumee Meitei should be the core issue. No amount of NRC, ILP and Population Commission can fill up the vacuum created by the prolonged absence of Constitutional protection.
