Leading to pain compliance is absolutely unacceptable from law enforcement. If I'm not mistaken, that's excessive use of force per Harris County use of force policy. The man isn't physically resisting or pulling away. Applying more pain because he's uncomfortable and trying to adjust his arm in a way it hurts less is absolutely the grounds for a lawsuit. All this man literally did was turn away then explain his side. He didn't argue. He didn't make a scene.. This is the most tame "violent felon" I've seen in court.. Ever.
