When the drivers go to the pits to get their backup car, why do the marshalls show a black like 20 laps after the start? Why not show it a lap after the start? It makes no sense why they show it in the middle of the race instead of the start.

I do not understand why the drivers were changing the cars after the green flag as it is clearly against the rules.
