Do the effects of picked up weapons apply to character even thought that weapon is not used at the moment, or it applies only when using the weapon?

I fell asleep before the end of stream last night so I’m just finding out now that we still have one more to go but I’m thrilled that you’ll be able to play the final Lord without the nerf. I’m not even a gamer so I don’t know why I feel so strongly about not nerfing bosses in games or gameplay in any game for that matter. I guess it stems from my opinions on both entitled people and people not realizing that everyone has limits in one way or another. I’ll give you an example or two. I learned to downhill ski when I was five. At eight I could follow my dad down the hill making a double helix 🧬 in 18” powder and by 10 I was racing Canada cup. I always medaled in my age group but hard as I tried I never received a gold medal. There was no one there to make the course easier so I could win a gold, I just didn’t have the ‘it’ I needed to gold. The second is standardized testing for law enforcement and fire fighting being different for men and women. I don’t get that. It should be across the board. These are the testing requirements needed to do this job, if you can’t meet them you can’t do the job. You can’t just up and on day decide you’re a doctor, the educational requirements are what they are and if you’re unable to fulfill those requirements you’re not a doctor, it’s that simple. I know I’ve mentioned this before but when my sister and I were young teenagers my father took us outside and showed us the sun and said ‘Do you see that big ball of fire up there? The earth revolves around that, not you. So those are my thoughts and opinions on the subject.
