Do you know why in Switzerland, monetary policy makes more sense than fiscal policy?

In our class notes, I wrote because Switzerland is a small country with a high proportion of its GDP coming from international trade, interest rates and exchange rates matter to us (I'm from Switzerland.)

The US is better off with fiscal policy, they have high domestic consumption. Our teacher explained it to us like: The American government will pay American workers to built their stuff. The Swiss government will pay foreigners, thus fiscal policy doesn't make that much sense. I still didn't really grasp what he meant by that, so that's why I ask.

Why is monetary policy more effective in Switzerland than fiscal? In general, both monetary and fiscal policy exist to reach or maintain the three macroeconomic goals (low unemployment, price stability and maybe also economic growth). How would one be better than the other in the case of Switzerland?
