Congress needs to pass laws in which the person using the auto-pen must register or plug in a personal code to use the pen. There must also be a hand signed document by the president authorizing the designate( by name) person to use the pen for a specific document. This would limit the number of persons using the autopen and ensure the pen is not being used to undesignated documents.
