This song is, to me, deeply political recalling the days where England's Northern communities were devastated by Thatcher's dismantling of unions and driving business away from the North. You can see it evidenced in how many of the buildings are abandoned and there's little in the way of infrastructure development. The lyrics "they've been warned a thousand times this year" imply the Tory government giving the North many attempts to stop their strikes in the mines (and other sectors). "We don't want to fight we want the quiet life" refers to how the North never did anything to deserve the police response they often received for their strikes (again at the hand of Thatcher and the Tories); they just wanted to carry on with their lives working in the factories and mines up North. "Their not fit to breathe our air" is another cry from the South saying how "uncultured" the North is compared to the more metropolitan South.

So yeah it's a beautiful song, but with an immensely sad message.
