I actually watched the Star Track episode Scott mentioned. About two planets having a war in a simulation and voluntarily killed some of their population when the simulation said they lost. What Scott missed was the way Kirk stopped that perpetual war. The ruling class never got sacrifisied. So their lives were protected. You can already see some corruption there. But even if nobody was protected, the way Kirk stopped the war was actually by bringing those two nations to the brink of a real hot war. The moral of the episode was that "playing" war and actual war is two very different things, and real wars can actually be stopped way faster than simulated "humane" wars with less "suffering".
