Problem is it's the way how the player runs the game, of course the story will have to make you commit some crimes, but otherwise usually the player can avoid killing the npc's in the game.

I love this game. Especially that time when he said his catch phrase "It's time to Pearce this security" and proceeded to do a few iPad minigames followed by killing an entire gang.
