Remember in 2016 (when Trump was the President), US took China to the WTO for imposing EXPORT duties on nine metals and minerals to US.
According to the Office of the U.S. Trade Representative (USTR) at that time, US complained that the EXPORT duties would "disadvantage U.S. producers by raising the prices of these raw materials for downstream manufacturers outside of China...".

So now that US has imposed their own IMPORT duties on these nine metals and minerals from China to US, does this mean that US no longer consider the price increases of these raw materials will disadvantage their downstream manufacturers.

The nine metals and minerals are :
1) Antimony
2) Cobalt
3) Copper
4) Graphite
5) Lead
6) Magnesia compounds
7) Talc
8) Tantalum
9) Tin

If Vietnam assists China we must cut off all Vietnamese exports to the US because we will not know if they are sneaking Chinese components into the US via Vietnam. So, Vietnam better think for themselves and decide who’s markets they want to have access too.
