Lobelia is one the most interesting characters in the Sakura wars games. She's more of an anti-hero.

It's not a sad ending at all... she decided to do her time, in order to be worthy of Ichiro. (2 years, after 1000 were subtracted for helping save Paris.) And yes, she is unique among all the Sakura Taisen girls (independent, with her own motivation.) She had the best character arc in Sakura Taisen 3.

Suddenly, she popped out of nowhere in Sakura Wars 4.
