Eric Teng is incorrect about PWD not including disorders. According to the Philippine government, plenty of disorders qualify, including:

"Visually impaired
Hearing impaired
Orthopedically disabled
Other physical disabilities (cleft palate, harelip which affects their speech)
Improved mental patients
Mentally retarded
Autistic
Attention deficit disorder
Attention deficit hyperactive disorder"

Seems like he only wants to enforce PWD cards to only those with visible physical disabilities. If he has a problem with it, take it up with the government instead of being skeptical of people with legitimate cards.
